Achieving a desirable and balanced development has long been one of the main goals of the country's development. The desired model of regional development, while being considered as a paradigm in regional development, can be considered as an executive solution for integrated and coordinated development of the region; It has also been noted with fluctuations in policy-making and planning. In this regard, the aim of the present study is to examine and compare the explanatory propositions of the current and existing model with the desired model and to determine the difference between "what is" and "what should be". The method of the present study was as follows: using documentary study, library and open and semi-structured interviews with 35 selected provincial experts. The result of this comparative study is that the optimal pattern is related to four situations such as "simultaneous use of the current and desired pattern", "rejection of the current pattern", "evolved form of the current pattern" and "different perspective". In the present study, the two concepts of "pathology of plans and programs" and "presentation of a model of regional development" in the form of (articles, reports and plans, dissertations, books) have been identified at the level of internal and external studies and have become important. The studies of each section, the emphasized variables, the strengths and weaknesses of each level of the studies have been extracted. In this research, qualitative method and method (descriptive-analytical) has been used and according to the library documents, in order to collect and classify the existing knowledge, the required data about the research have been collected and then from content analysis methods and Documentary analysis used that the research results showed the most important variables emphasized in domestic and foreign studies including mobility and development in space organization, centralized model and minimal participation, model components (principles, framework, model management process, monitoring and evaluation), Coordination in development programs and urban and regional development measures, creating progressive areas, using the power of sub-areas for integration, supporting cities to flourish their potential, increasing competition, and so on. The most important strengths of the studies include theorizing capacity, interdisciplinary activities in this field, proximity of intellectual and executive fields, designing the provincial revenue-expenditure system and emphasizing its implementation, improving the process of balances between provinces in some sectors and Increasing the competitiveness of dependent areas and spheres of influence and the most important weaknesses including the lack of planning culture, lack of commitment to the implementation of regional plans and programs, lack of national agreement on the development of the country, the conflict between planning and planning Regional and lack of specific, relevant and most importantly accountable institution or executive body, lack of information and data system and fragmentation, weakness and inefficiency in program goals, dispersion and lack of unity of methodological procedure, program planning system, approval process and How to run programs, problems related to the process, content and execution of programs, how to monitor the proper execution of programs, and so on.

The city of Rasht, as one of the strong centers for its peripheral and immediate areas, has played a special role in the development of rural economy in Gilan province and even neighboring provinces.Objectives: This study tries to determine the share and role of Rasht city in the development of rural economy and strengthen the urban-rural relations of the province by presenting hypotheses and considering the effective indicators in determining the efficient interaction between rural-urban areas. It has been used to determine the continuous repetition of supply and sale of products by villagers and intermediaries and strengthen the rural household economy using the T test method; Also, by using the regression equation and examining the significance of the regression slopesatisfaction from the point of view of sellers or suppliers of products and finally the multiple linear regression method to examine the physical-spatial and social dimensions of Rasht on the criterion of local vendors satisfaction criterion. Findings show that the city of Rasht for reasons such as close distance and the possibility of easy communication with villages and their immediate areas, the existence of surplus product in the villages of the province, the need for income and no other job by many villagers, incentives such as achieving More profit, the desire of the people of Rasht to use quality agricultural, livestock and dairy products, etc. have been considered by many villagers. The comparison of the two groups (permanent, intermittent and periodic vendors) by t-test statistics is equal to 8.46 and there is a significant difference between the groups in terms of economic prosperity in terms of the volume of agricultural products in Rasht. Also, the correlation coefficient between satisfaction and economic prosperity of agricultural vendors in Rasht is 0.425 which is significantly related to the 95% confidence factor and the correlation coefficient between agricultural vendors satisfaction and the physical and spatial and social dimensions of Rasht is 0.584. We conclude that the factors are significantly related to each other
